Twenty Years of European Urban Policy: AGM and Study Tour

This year QeC-ERAN is celebrating its 20th anniversary. The organization came into existence with the support of the former DGXXVI, now DG Regional Policy, in order to help develop and implement some of the first Urban Pilot Projects. The network was instrumental in securing the URBAN programme, which, together with the territorial exchange programmes such as INTERREG and URBACT, is a key 'red thread' connecting its members.

The year 2009 also marks 20 years for the Brussels Regional Capital. Urban development in Brussels has 'shadowed' the evolution of EU Policy. A series of EU co-financed interventions have taken place alongside broader urban and community development programmes. Qec ERAN hosted a unique two and half day event on 24-26 of June 2009 to review 20 years of EU urban policy using Brussels as a "living laboratory" for undertaking the review. The event was designed to be a stock take of where we are and what is to come. The event was organised in such a way that Brussels became a living laboratory for the review. The event had the following elements:

  • Plenary sessions on 24 and 26 June as the opening and closing sessions of the event.
  • Four Urban tours/peer reviews. Each study tour will be facilitated by local guides and an expert.
  • An evening of debates, music and food.

Annual General Meeting 2008

This year the Annual General Meeting and Study Tour took place in Starogard Gdanski, Poland. The participants arrived in Starogard Gdanski on Wednesday 11 th June; the AGM meeting took place on Thursday 12 th and the Study Tour on the 13 th June.

Annual General Meeting 2007

14-17 November 2007
In 2007 the Annual General Meeting and Study Tour took place in Crotone and the Calabria Region. Participants arrived in Crotone on Wednesday 14 th November; the AGM meeting took place on Thursday 15 th and the Study Tour on the 16 th November. The event ended with a short discussion session on Saturday morning (17 th November).

Annual General Meeting 2006

In 2006 the annual general meeting and study tour took place on 23- 25 November in Charleroi ( Belgium ) which was a very interesting location for the QeC-ERAN study tour. The Wallon Region (of which Charleroi is part) is a classic example of an area that has undergone industrial, economic and global restructuring. The study tour focused on the areas for the future as well as how Charleroi is seeking to capitalise on its cultural heritage.

The Annual General Assembly also elected the Executive Bureau for the next two years.

Annual General Meeting 2005


In November 2005 QeC-ERAN held its first Study Tour and Combined AGM in Torino. The study tour combined with a live TV broadcast on the theme of the "Urban Periphery". Lionel Martijn, president QeC-ERAN participated also in a programme which focused on one the big live issues of the moment-alienation, exclusion and discrimination in urban contexts. Annual General Meeting 2004


The city of Venice hosted the AGM which took place in Venice on 18 December 2004. Professor Alan Harding, from The Centre for Sustainable Urban and Regional Future at the Salford University opened the AGM with a key note speech on 'urban policy: trend and issues'. This was followed by the business section of the AGM, when QeC-ERAN members adopted the new QeC-ERAN statutes, discussed the work programme for 2005 and elected a new Executive Bureau for the next two years.

OPEN DAYS OFF 2009: What is to be done? Fixing the Present and the Future

On 6 October 2009 QEC-ERAN scheduled, in conjunction with the Lisbon Region, its second edition of the OPEN DAYS OFF, an occasion for participants and actors operating in Urban regeneration projects to meet each other and exchanging views and opinions on topic like citizens and crisis and what the European Parliament can do to face one of the worst economic crisis of the last century.

During the evening several topics where discussed following a method called “Instigate and Debate”: participants were split in 7 tables of discussion and after a chat of around 25 minutes one spokesperson from each table asked a question to a panel of speakers.
The Panel consisted of Brian Field Senior Economist and Bank’s Urban Specialist at the European Investment Bank, Karima Delli MEP from Greens Party and Peter Ramsden Thematic Pole Manager in the framework of the Urbact Program.

After the debates the night continued and the participants enjoyed a reception offered by the Lisbon Region and music in the artistic settings of the Beursshouwburg in Brussels.

18 and 19 March 2009, Prague

"Monitoring the Urban Dimension in EU Cohesion Policy: EU 12 perspectives"

The last QeC-ERAN workshop took place in Prague on 18 and 19 March 2009. The event formed part of a series of events that we are organising on the theme of the "urban dimension in EU Cohesion Policy". (See last meeting in Madrid, April 2008).

The European Commission has consistently emphasised the need to ensure that an "Urban Dimension" is mainstreamed within Operational Programmes. In the case of the EU 12 Member States, this "mainstreaming" in fact means that they are asked to use the "integrated approach", while never having been involved in the practice that generated the methodology.

Nevertheless it is clear that some EU 12 member states have sought to develop an urban dimension into their Operational Programmes and National Strategic Reference Frameworks and to encourage "integrated working".

The conference programme addressed several crucial questions as concerns the urban dimension in cohesion funds. It included speakers from DG Regio, the EP and Managing Authorities from Czech Republic, Slovenia, Slovakia, Hungary, Romania, Bulgaria and Poland. QeC-ERAN Open Days Off- Café Debates and Non-VIP Reception


During the Open days 2008: European Regions and Cities QeC-European Regeneration Areas Network invited members to an event with a difference. The aim was to create a more interactive and informal way for participants to engage in debates on a number of issues high on the EU agenda, and at the same time network and have fun. Topics included the urban dimension of cohesion poliy and the Irish NO. "Open Days Off" took place on Tuesday 7 October 2008 at the Beursschouwburg, Rue Auguste Orts Nr 20-28, Brussels from 19 to 24h. Read summary report>>

2-3 April 2008, Madrid

"Monitoring the Urban Dimension in EU Cohesion Policy: Spanish and Portuguese perspectives"

 This year's first QeC ERAN network workshop took place at the European Parliament offices in Madrid, Spain on 2 and 3 April 2007.

With the mainstreaming of EU Cohesion Policy, the EC has sought to ensure that the best practice developed through the URBAN programme can be sustained through the Community Strategic Guidelines. Member States have now produced National Strategic Reference Frameworks and Operational Plans for the new programming period. This marks an appropriate time to see if the goals of mainstreaming are being translated into Local/regional Plans.

Qec ERAN was organising this event in partnership with CIREM, a Spanish network working on Urban Regeneration issues. The event will focus on Spain and Spanish city case studies in order to review how the new arrangements are working. Alongside this, the conference will also present an opportunity to view how Spanish Urban Development reflects the typology of city development reflected in the "State of the Cities" Report produced by ECOTEC for DG REGIO.

Workshops 2007

 


4 October 2007, Brussels

On 4th October the QeC ERAN workshop on  "Integrated Urban Development: Methodologies and Resources" took place at the Lazio Region EU offices in Brussels.
With the mainstreaming of EU Cohesion Policy, the EC has sought to ensure that the best practice developed through the URBAN programme can be sustained through the Community Strategic Guidelines. Member States have now produced National Strategic Reference Frameworks and Operational Plans for the new programming period. This workshop sought to support the development of integrated urban development by presenting Masterplanning as a methodology and also highlighting the resources that are available for integrated urban development through the Jessica financial tool established by the EC and the EIB.

The Urban Dimension in EU Cohesion Policy

QeC ERAN organised a half day workshop targeted at Dutch and Belgium (Flanders) cities highlighting the challenges and changes which EU policy seeks to address. In particular, the goal of the workshop was to examine the Dutch and Belgium National Strategic Reference Frameworks and Operational Plans in relation to the Urban Dimension. In addition the workshop provided a summary of the recently released report on "The State of European Cities".

QeC ERAN is organising a workshop on "Skills for Sustainable and Competitive Urban Development". The experience emerging from 16 years of Urban Regeneration practice through the EU URBAN and UPPs programmes have highlighted the need for developing the skills of actors from a variety of sectors and levels in relation to sustainable placemaking. The workshop will bring together a number of initiatives being undertaken across the EU to address this skills gap. Speakers from the Council of Europe, OECD, Academy for Sustainable Communities(UK), and Scottish Centre for Regeneration-Communities Scotland will be making contributions. QeC-ERAN will also launch the results of a unique skills and training audit undertaken of over 200 actors involved in Urban Regeneration.

Workshops 2006

 


21 September 2006

This month's QeC-ERAN workshop will be held jointly with the final conference of the Udiex-Alep project in Brussels on the 21 st September. The Udiex -Alep project has been launched three years ago in order to capture and review work undertaken in URBAN areas in relation to the key issues of Diversity, Integration and Inclusion. The final conference will present the outputs of the project, launch a declaration on Diversity, Integration and Inclusion and seek to connect the local/regional level with the EU level.

 

6 June 2006
The second annual QeC-ERAN Workshop took place on 06/06/2006 at the European Parliament. The workshop focused on Learning Methodologies for Maximising Transnational Exchange and Learning. The workshop was jointly held with the European Parliament Intergroup on Urban Policy and Housing.
