Short presentation of the organisation:

Qec-ERAN is a network of towns promoting the integrated approach to the revitalisation of disadvantaged areas, with the involvement of politicians, technicians and local residents in that process. It is one of the longest established networks in relation to the theme of urban regeneration. and remains committed to being at the leading edge in relation to the changing realities experienced by regeneration areas.

QeC-ERAN was established in 1989 in order to represent the interests of towns/cities which face a number of multiple challenges whilst also offering new opportunities in terms of urban regeneration. Since then it has played a strategic role in the development of programmes linked to structural and cohesion funds and is one of the key players in the URBACT programme, which seeks to capitalise the good practice, which the URBAN programme has generated.

QeC-ERAN has a number of key objectives:

  • Developing programmes/projects which facilitate the exchange of experience and practise between such areas.
  • Supporting initiatives based on greater participation of targeted groups.
  • Promoting joint up working and thinking between local authorities and other key agencies, and in particular local NGOs.
  • Undertaking research and evaluation in order to impact on existing and future Urban regeneration policies/programmes.
  • Representing the views and needs of such localities within EU and EC groupings and networks.
  • Creating a network which constitutes an European "think tank" regarding the issues of diversity, integration, social and economic exclusion and urban regeneration

Description of on-going projects relevant to the current project partnership:

European Residents in Regeneration Network:
The project seeks to support citizen participation in urban regeneration programmes, through the creation of a sustainable network that would:

  • connect citizens, local decision-makers, community based organizations and EU institutions,
  • establish an electronic platform which will act as an information forum for the exchange and interaction of members

The overall aim of the project is to promote an active European citizenship that engages more actively in the EU integration process. The project will create a sustainable structure which connects local stakeholders with key EU institutions, policy and programmes and with each other to exchange experience and viewpoints.

IMAGE:

The IMAGE Project is an innovative transnational programme, exploring and sharing lessons across North West Europe on how enhancing the image of high-rise housing estates can support the overall regeneration of our neighbourhoods and cities. The three-year programme is funded by the INTERREG IIIB Community Initiative of the European Regional Development Fund. 
The partners work closely via international meetings and visits and a project online communication tool on the neighbourhood branding, the master planning and also on the investments in five city areas. The lead partner organisation is the City of Delft, the Netherlands.

European Social Inclusion Platform (ESIP):

QeC-ERAN has been active in addressing issues of social inclusion and aims to share its experience and work with other organisations and key individuals in order to more effectively impact on the EU policy process. It therefore has supported the creation of a European Social Inclusion Platform (ESIP).
The European Social Inclusion Platform has the following objectives:

  • To create a mechanism for the regular exchange of experience and information;
  • To create synergy between members in order to facilitate transnational working in EU programmes;
  • To establish effective links with the European Commission and European Parliament in order to influence policy development;
  • To create a basis for the development and exchange of good practice in relation to tackling social exclusion.

Re-Start:

Restart is a European project co-funded by the EU on better tackling early school leaving in Europe.
This project has the goal to establish an action learning, trans-national peer review exchange programme between partners which will focus on three interrelated sub-themes:

  • initiatives that are being taken to develop more flexible approaches and greater diversity in pathways, breaking down the historical demarcation between work, training and education
  • focus on exchange of experience in relation to seeking to develop/mainstream a broader view of learning.
  • innovatory approaches which incorporate the active involvement of young people who have had direct experience of the reality that "early school leavers"face.

Genderwise: the role of men as agents of change in reconciling work and family life

The overall aim of the project Genderwise is to support the development of integrated local/regional actions plans for Gender Equality, with specific focus on the role of men as change agents, to identify and promote the exchange of innovative good practices using the Peer Review Exchange Workshop methodology.

Urb Health Thematic Network:

The overall aim of the URB HEALTH Thematic Network is capitalise know-how and practice related to the interactions between urban environment, health and their socio-economic and cultural dimensions establishing a cross-national exchange of European urban regeneration practices that can contribute to reducing health inequalities. It focuses

on 4 interrelated sub-themes on the basis of target-specific intersectoral areas: a) housing, b) poverty c) diversity and vulnerable groups and d) women.

European Regenerations Managers Network:

QEC-ERAN is currently setting up a European Regenerations Managers to respond to a need to build up capacity and empower urban regeneration actors to directly connect to each other and exchange experience and transfer learning.
The short-term goals of the network will be to:

  • Provide members with an information service which keeps them updated in terms of EU Urban Policy developments and indeed the wider policy context that drives the Lisbon Agenda
  • Provide also information regarding EU funding programmes
  • To undertake training needs analysis of a sample of members.

Short presentation of the organisation:

Porta Palazzo was the site of a major project - "The Gate - Living Not Leaving" - which received assistance under Article10 of the European Regional Development fund.
In addition to European funding, the City of Turin, the Italian government and various institutions had committed themselves to resolving the difficulties, common to all big cities, arising from unemployment, crime and immigration (10% in the neighbourhood as against 3% for the city as a whole).
The Porta Palazzo Project Committee was officially established on 16/1/98. It was a non-profit mixed public/private organisation, which was functional for a pre-determined period only. By Italian standards, its concept was innovative: it was the first time that this particular committee structure has been used in order to manage and implement a regeneration project. In fact, the company statute included new paragraphs and definitions to allow the Committee to be much more flexible than other public bodies.
In June 2002 the proposal was presented to the Mayor of Torino which foresaw the transformation of The Gate from Urban Pilot Project to a Local Development Agency, a tool for the Public Administration to be used within the framework of the most complex development projects in the Suburb Sector.


Porta Palazzo is a non-profit Committee, which provides a mixed public and private participation.

- The members have the task of guaranteeing the correct management of the project, a correct use of resources and the diffusion of the project results at a local, national and international level. They are also represented on the Board of Administration.

- The local partners are representatives of the local community and guarantee the involvement and the knowledge of the project within the area.

THE STRATEGY:FIVE AREAS

The Committee is a tool of the administration of the City of Torino and its partners, for a series of initiatives regarding integrated and co-ordinated regeneration, divided into 5 main areas:

Economic Environment : to improve and strengthen the economic fibre, through incentives, aid and the re-qualification of the "natural economy" (small commerce, artisans etc.)

Social Environment : to contribute, strengthen and promote positive dynamics across the territory from the social cohesion perspective, contrasting new types of poverty and social exclusion, minimising the phenomenon of emargination and social conflict, and the sense of insecurity perceived by the inhabitants.

Built Environment : to continue the activities regarding the re-qualification of the built environment, both in the public sector as well as the private sector, through assistance with the public policies across the territory. Offering incentives to the private sector, aiding concertation among the different interests and improving living conditions.

Sustainable Environment : to continue the Activities regarding the improvement of the environmental quality of the territory, through actions aimed at re-organisation, education and public-awareness.

Cultural Environment : to promote the district as a cultural and tourist resource for the city, continuing the activities that increase the value of the district, the links and assistance in the production of culture in a multicultural creative environment, where leisure and free time can evolve.

THREE SERVICES:

Community Development Unit : to analyse and intervene in the processes and the socio-psychological dynamics of the territory, to promote the processes of active citizenship, to raise in value and support the associative life of the residents of Porta Palazzo by putting them in condition to both negotiate and plan.

Territorial consultancy : to make available, in a targeted way, the opportunities for funding/incentives open to the private sector, by acting as "initial help desk" which filters and directs applications.

Territorial communication and marketing : to communicate the transformation that the territory is undergoing, by "selling" the district and its transformation.

THE METHODOLOGY:

The activation of citizens'networks on single initiatives and on the territorial transformation processes, by promoting inter-sectorial co-operation, by encouraging public/private partnerships and supporting a horizontal and integrated approach.
The development of the community: assisting the local community in minimising conflictual situations and finding local resources for becoming pro-active within the area (community empowerment and community building). Planning urban transformation in close collaboration and co-ordination with the Public Administration.
Making available specific skills (urban planning, architectural, financial) to aid and support policies.
The evaluation of every initiative within the project in order to supply indications, boundaries and critical points that emerge from the course of the process. It is fundamental to understand, analyse and re-plan the single initiatives. The evaluation process is carried out by involving all those that participated in the initiative.

Description of on-going projects relevant to the current project partnership:

The Community Development Unit began to work with women in 2002 with an ACTION - RESEARCH financed by the Gender Equality Office of the Municipality. The objective of the project is to create spaces for women living in Porta Palazzo based on their physical and mental needs.
Before the research we knew very few aspects of the life of immigrant women living in Porta Palazzo: they came to Italy after their husbands and usually live on the margin of social life.
Action research had allowed us to understand the lives of women, their interests, backgrounds and needs and to engage them in the project in the attempt to build an solution to their needs and problems. The research identified the following issues language, employment, childcare and home and family responsibilities. Employment issues and childcare issues are connected because in Turin we have a long waiting list for day-care service for children between years 0-3 and so many immigrant women with children cannot look for a job because they must to stay with their children. Other issues were: the absence of social networks and social support and the loneliness and fragmentation felt by women as a result of immigration.
After the research we trained a group of women to became leaders in the area and to promote networking between other women. The training topic included an "Expressive Workshop", established to support the development and building of the group, some meetings about immigration from an anthropological point of view and informative meeting with Institutions and Territorial Services. In this project we were supported by the local group set up for the Gender Equality project.
Last year the group of women had created a Voluntary Association that carried out different actions such as an information and orientation desk and escort of immigrant women.
Currently they are involved in a project that aims to support mothers that have children with mental or physical disabilities through the management of a meeting space for promoting activities between mothers and their children, socialization and peer support system between mothers.
As the Gate Project we are working to support this group of women with activities of technical assistance and consultation, support in the planning and implementation of their projects, training and networking with other actors of the territory.

Other Areas of interest:

SECURITY COMMITTEE
It's a formal network composed by local authorities (the office of the vice mayor of the city, the Social and Health Services, the Foreign Minors Office, the Economic Development Department, the Neighbourhood Administration, the 4 different kinds of the Local Police) and 12 grassroots committees and associations of citizens. The Security Committee was born in 2001 on the basis of an ordinance by the Prefect of Turin, in which he invited the local Neighbourhood Administrations to promote: (a) The increase of the institutional cooperation in security matters (b) A direct relationship between local police and the territories. The general goal of the Security Committee is to promote the suitability for human living conditions looking for the best strategies to enhance the quality and effectiveness of the actions directed to reduce criminal and illegal behaviours.

The Digital World Foundation came to life officially on July 31, 2006. In practice, the Foundation fully takes over, and continues building upon, the Digital Youth Consortium's distinctive public mission and rich legacy of activities and relationships aimed at fostering digital literacy and innovation for the development of an inclusive knowledge society. Indeed, the creation of the Foundation is a clear recognition of both the achievements of the Consortium and the strategic importance of its unique mission for Rome and the Lazio Region.
In its five years of existence, the Consortium demonstrated in a small-scale the importance of bringing ICTs to people potentially at risk of exclusion or discrimination in the emerging knowledge society. It also demonstrated the importance of blending into a single process the four dimensions of education, innovation, inclusion and fundamental cultural values. This blend is the distinctive characteristic of an inclusive knowledge society.
The Foundation's raison d'etre is to serve and facilitate people's participation in the knowledge society, identifying, developing and implementing the best ways for this to happen. Various relevant concepts have taken hold of the policy-making arenas of digital divide and e-inclusion in past years. For instance, private-public partnerships (PPPs) have been high on policy-makers' agenda, as it was realised that the private sector could make significant contributions to social and community developments as part of policies of corporate social responsibility. Lately, the partnership concept has been expanded to include NGOs and other organizations having a stake in the solution of major social challenges such as e-inclusion, poverty, etc. This is reflected in the concept of multi-stakeholder partnership. The Fondazione Mondo Digitale builds on the public-private and multi-stakeholder partnership approaches of the Consortium and proposes a further development in the light of the challenging goals of scaling-up and enhanced impact of the present small-scale action lines.

Description of on-going projects relevant to the current project partnership:

The Digital Youth Consortium gave way to the Fondazione Mondo Digitale in July 2006, having laid a sound platform of projects, content and instruments in multiple lines of action. Importantly, as we shall see in the discussion of the value flows generated by the various DYC's projects specially regarding didactics, life-skills and ICT skills, have been integral to the raison d'etre and results of the projects. Of course, the DYC has achieved these results in the measure of its limited resources and much scope exist to scale up the benefits across the city of Rome as well as across the province, region, the country and, indeed, internationally.

Various initiatives on Fast Connectivity and Recycling :Computers and connectivity for Roman schools and community organizations.

Grandparents in the Internet: School-community educational programme aimed at promoting ICT literacy for the elderly.

Auxilia and Punto Acca: Integration of disabled students in school.European project Auxilia implemented assistive technology for this purpose. Puno Acca aims at stimulating the diffusion of assistive technology for this purpose.

Women and New Technology: Promotion of growth of a qualified presence of women in the local ICT industry, through a Programme of lectures, testimonials and company internship aimed at young graduate women in the perspective of increasing their presence at high decision-making levels. Educational Credit Card: ICT literacy for youngsters in search of employment, through provision of no-interest financing for computer and ICT course, followed by company internship.

Double Code: Provision of multimedia-based language course to young immigrants arriving alone and unsupported in Rome.

"Give citizens of Rotterdam opportunities and encourage everyone to join in. There are so many talented persons in Rotterdam. We want to challenge those persons, for only if we get the best out of people, Rotterdam will be able to face the future with confidence. Important concepts in this respect are bond, confidence and reciprocity."
This is the most important task given by Municipal Executive for the coming 4 years. This task is aimed at active citizenship of all population groups. Main feature of this policy is that citizens of Rotterdam join Rotterdam society. In addition, the Municipal Executive attempts to procure that citizens of Rotterdam feel a bond with each other, with their neighbourhoods and with their town.
The Municipal Executive therefore wants to challenge the citizens of Rotterdam to assume responsibility for the social quality of their neighbourhood, district and town. If we want to boost the town's social quality, it is highly important to form urban citizens of Rotterdam. Citizens who feel a bond with each other and with the town and who are prepared to dedicate themselves to the town's future.

Social quality is one of the central themes of the Rotterdam Municipal Executive's programme. Key words are "joining in, bond and confidence". In its programme the Municipal Executive mentions reinforcing the bond among citizens themselves and between citizens and the authorities. The bond is created and reinforced by participating in society. At the same time confidence of citizens in each other and in the authorities is increased. The Social Programme requires a new relationship between the municipality and the submunicipalities with their partners as well as between the municipality, the partners and the citizens of Rotterdam, for the urban issues with which Rotterdam is confronted cannot be dealt with by the authorities alone. Everyone will have to contribute to the town's social quality according to one's ability and means.
The Department Youth, Education and Society focus on youth and education, special school programs, integration issues, emancipation.

Description of on-going projects relevant to the current project partnership:

In Rotterdam, opportunities for participation have to be offered to all politically interested citizens. The underlying concept is that the involvement of active members of society in planning or implementation of official policies will improve both the quality of the latter's content and their democratic legitimacy. Citizen participation mostly happens at community level.

A general distinction has to be made between direct involvement of individuals and indirect involvement via stakeholder groups, and between formal involvement, e.g. through elections and referenda, and informal involvement. The latter is meant by citizen participation. In this sense, participation can be understood as an approach where individual citizens are informally contacted by administrative authorities that would like to develop an understanding of the citizens' views, experience, wishes and interests - the initiative is, in this case, taken by the official side.

BSZF was founded in 1997 as member of a network of 10 regional social organizations, with similar profiles. The objective was to provide social experts - academic researchers as well as field workers - with social innovation.
BSZF conducts and carries out researches; develops networking /inter-sectorial, inter-organizational/; initiates local problem solving groups and case conferences; provides counselling and trainings; creates data base for NGOs, public bodies; publishes books, brochures, newsletters.
The organization is managed by Geza Gosztonyi director, the staff consists of Rozsa Sajgal social expert, Johanna Steinberg psychologist, project officer, Fruzsina Baumann legal consultant, project officer, Attila Mester cultural anthropologist, project officer, Maria Gaburi office manager, Laszlo Vizkelety accountant.
Project officers are expected to develop project ideas and to initiate proposals.

BSZF has framework contract with the City of Budapest, according to which, we provide the Committee of Social, Health and Housing Affairs with specified services.
BSZF also participates in national and international project consortiums, covering numerous social issues such as gender equality, equal opportunities for ethnic minorities, people with disabilities, the elderly, children, homeless, reintegration into the labour market.

BSZF seeks opportunities to maintain its activities and a similar approach to tackle problems in the different social issues.
We wish to expand our scope of activities in equal opportunities, and look for Hungarian as well as foreign partners.
We are planning to develop an international consortium and submit a project proposal for the next Social Inclusion call for proposal of the EC.

Polish Federation of Business & Professional Women has been founded in the City of Poznan in 1990 as a result of the political system change in POLAND.

Club BPW Poznan was the first one funded in the Eastern Europe. Our members range from women leaders/executives in businesses and various professions to young entrepreneurs.

Polish Federation of BPW is a member of European and International Federation of Business & Professional Women, which was founded by Dr. Lena Madison Philips in Geneva in 1930.BPW International has grown into one of the most influential international network of Business & Professional Women with affiliates from over 80 countries in 5 continents with consultative status to UN, EWL, WHO.

The aims of the Polish Federation shall be:

  1. to promote the interest of business and professional women and secure action by them,
  2. to work for high standards of service in business and the professions,
  3. to stimulate and encourage in women a realization and acceptance of their responsibilities to the community, locally, nationally and internationally,
  4. to encourage women and girls to:

TG: long time unemployed women, women without proper qualifications, young professionals, future female entrepreneurs

Objectives:

  • to support professional development of women potentially margined on labour market,
  • lobbying among employers for active job recruitment for women,
  • value prior experience of female candidates for work,

  • beneficiaries placed on positions - awards for the best Women friendly Company,
  • regional conferences promoting female employees,
  • institutional partnership for the female employment.

Short presentation of the organisation:

BRAP was established in 1999 as a new type of "race" equality organisation. The organisation's initial objectives were to challenge traditional forms of representation & involvement in race equality issues, generate evidence-based approaches to addressing issues of equality and develop proactive and innovative partnerships with the public, private and voluntary sector to address inequality within service provision. BRAP is a voluntary organisation, limited by guarantee with charitable status. Our revised and renewed mission reflects a response to the growing diversity of ethnic minority communities in the UK and the need to locate interventions and approaches to address inequality that do not further stigmatise and stereotype communities. We also recognise the opportunities afforded by the utilisation of the Human Rights Act and reflected these aspirations in our updated mission & strategy:

BRAP understands that we need to "get better" at equality. This not only involves the development of a clearer understanding of where equality will lead us, but the activities that we will need to support to get us there.
For these reasons, everything we do with our clients, partners and beneficiaries resolves around four core values:

  • Promoting a learning culture - one where equalities can be openly discussed, questioned and acquired;
  • Helping people to develop a more informed and confident approach to equality implementation;
  • Making sure that equality practices are fair;
  • Enabling more people to connect with equality and help to make a fairer society

The organisation employs 16 people and is assisted by a number of volunteers. The team is organised to deliver on each core value:
The learning team consists of qualified training & development staff, with experience in curriculum and organisational development. This team offers seminars, short training programmes on a range of equality issues, management development programmes, leadership coaching and organisational development activities.
The Research team carries out a range of commissions to both understand and generate new evidence and insight, which will assist in developing the confidence and understanding of those charged with implementing equality. We produce a range of research reports and publications to assist in disseminating our findings.
The Policy team directly interprets policy in areas such as education, housing, health, regeneration, employment, training and criminal justice, to support, in the main, public sector partners in improving implementation, especially for groups that have been poorly served by previous strategies.
The Connectivity team works primarily to encourage under-represented groups to become more involved and engaged in their society. In particular we focus on involving asylum seekers & refugees, young people and women. This team also supports BME (Black & minority ethnic) voluntary organisations and groups. BRAP runs a range of networks that reflect a number of interests, such as social justice, women and young people.
The organisation has gained increasing credibility, especially in the areas of policy and research. Our publications, tools and resources are well-received and offer insight, practical advice and assistance on a range of equality issues.

Description of on-going projects relevant to the current project partnership:

BRAP has two key projects that are relevant to the "Getting Engaged" project.
We run a Black Women's Network (BWN), which is a network of over 80 organisations who either are run by or work on behalf of Black women. (The network uses the term"Black" to describe the experiences of women who are disadvantaged or discriminated against within the context of the "host" community)The objectives of this network are to enhance the capacity, communication and influence of Black women's organisations.
The second project is a national piece of research that has been produced by the Equal Opportunities Commission (EOC). BRAP were part of the project steering group, which produced a report scoping both the barriers and opportunities presented to Bangladeshi, Pakistani and Black Caribbean women in the UK. The resulting report is entitled Moving on up? and is available from the EOC on their website www.eoc.org.uk/bme .

Other Areas of interest:

BRAP is very interested in the practical applicability of human rights, especially in relation to progressing issues of "race" equality. We are currently working on indicators and measurement for community cohesion.
