Short presentation of the organisation:

The City of Turin is the capital city of the Piedmont Region, a high-developed area in the North Western part of Italy. Turin Municipality counts over 0.9 million inhabitants settled on 130,17 Km 2, while the metropolitan area is wider and includes over 50 smaller municipalities with about 1.7 million inhabitants.

Turin has an economically dynamic environment and the whole area is living quite a crucial period. In fact, the socio-economic pattern is deeply changing from being the main Italian automotive industrial district to become an innovative district based on high-level education, research, tourism and culture.

From being well known as the main FIAT's premises (headquarters and many plants), Turin is working hard to reshape its identity.

The 2006 Olympic Winter Games which recently took place in Turin and its mountains represent an important step forward for its promotion and they candidated Turin as a real European and international city.

The portfolio of the development projects of Turin's City Council currently includes sixteen interventions that target peripheral areas. These projects are in some way part of programmes of integrated urban regeneration, plan of urban re-qualification and neighbourhood contracts. The urban intervention strategy represents an overall investment of approximately 500 million Euros over a decade. The renewal of buildings and infrastructures is just a part of the more complex objective to recreate a more solid as well as healthy social fabric. The goal to renew the urban environment in order to improve the quality of life in the city, never lost sight of the need to consider inhabitants as the main players of the change process.

Some of the targeted areas also benefited or are benefiting of European support, such as the Urban Pilot Project "The Gate Living not leaving" and the Urban 2 "Mirafiori Nord" .

Turin is also particularly interested in the huge transformation of the social housing blocks which represents on average the 6% of the total (with peaks close to the 20% in some areas: such as Mirafiori Nord district and via Artom). This transformation is about the physical renewal of the buildings but also, and above all, focused on the urban environment improvement as well as the quality of life of residents living there.

 

Description of on-going projects relevant to the current project partnership:

Turin City Council is already involved as a full partner in the following Urbact thematic network: Udiex-Udiex-Alep (lead partner Venice City Council), Citiz@move (subgroup on governance and citizens' participation - resp. CPAS Charleroi and lead parner Sevilla City Council), REGENERA (lead partner Grand Lyon). Furthermore the City is also lead partner of the Urbact working group "Secucities - Euromediation" involving the Department for Youth.

The theme of quality of life and residents' health conditions particularly in the most peripheral neighbourhoods as well as in the Social Housing areas is becoming more and more crucial. On the basis of several surveys it is evident that the quality of the environment - and of course of houses and surroundings is strictly connected with health conditions and health services access. The social exclusion phenomena characterising these kind of territories have also an evident influence on health. For these reasons the majority of the territorial interventions that the city is implementing in 16 different areas (i.e. portions of districts, Social Housing blocks, etc) try to create effective partnership with the National, Regional Health Services in order to involve them in the design of the projects with the purpose of integrating the residents' different needs also in the field of health. Special attention is addressed to all forms of addictions (drugs, alcohol, medicines abuse, etc), of psychological and psychiatric illnesses as well as some other pathologies which are seen as strictly connected to environmental conditions.

 

Other Areas of interest:

In terms of Programmes and integrated projects management the City of Turin has numerous experience as lead partner both at local and trasnational level. Among the most recent and representative ones Turin is managing a Urban II Programme located in the Mirafiori Nord area, two Local Development Agencies (Porta Palazzo and San Salvario).

Turin also plays an active role in the following networks/international associations:

  • Metropolis

Turin has the Presidency of the Euromed Commission within Eurocities network and it is a member of the Executive Bureau of the QeC-ERAN.

Coventry City Council is a metropolitan local authority in the West Midlands covering 98.34 sq. km., and a population of 300,848.

The Environmental Health service assists the Council to meet its wider duties and responsibilities to the community. The services we have developed are intended to support the Council by improving the social, economic and environmental well being of the community. This is also evident in our health improvement services that address inequalities in health.

The City Council's corporate plan for 2004-2007 sets out the Council's vision as:
"The Council wants Coventry to be a growing accessible city where people choose to live, work and be educated and businesses choose to invest".

The linkages between environmental health and the City Council's corporate objectives are summarised below:  

  • To improve the quality and efficiency of services and make it easier to access them
  • To promote health, independence and choice for all citizens
  • To create a city where people feel safe and confident and no one is disadvantaged by the neighbourhood in which they live.
  • To actively promote equality so that people from different backgrounds have similar life opportunities

These links have been transferred into our joint planning of services with the local Primary Care Trust (PCT), and the publication of a "Health Inequalities Strategy" (HIS). This aims to improve NHS primary care services through:

  • Providing a sure foundation through a healthy pregnancy and early childhood
  • Tackling the major killers of coronary health disease (CHD) and cancer
  • Strengthening disadvantaged communities
  • Tackling the wider determinants of health improvement through Government policy

 

Description of on-going projects relevant to the current project partnership:


Improvements in Public Health. A joint service plan with the Primary Care Trust and working with the Local Strategic Partnership (LSP) has allowed us to target priority issues and hard to reach groups. Our key actions include:

  • The appointment of local community nutritionists, who have achieved sustainable improvements in people's eating habits. An over achievement of the national target for smoking quitters; and improved take up of health services.
  • Initiating a programme for Men's Health and a series of successful workplace men's health events
  • Establishing a "drop in" and health signposting project for Asian women at a GP surgery resulted in a significant increase in the number of Asian women attending for cervical screening.
  • Developing and consolidating the peer education EXTEND physical activity training programme for older people
  • A joint post with the PCT to develop joint services and initiatives to support healthy lifestyles for older people.

  • To improve health of disadvantaged/hard to reach communities by providing innovative community nutrition services.
  • To work in partnership to improve the life chances of the most vulnerable and disadvantaged people
  • To reduce health inequalities, preventable ill health and seek to improve life expectancy and access to services amongst those most at risk by enabling people to access healthy life style choices.
  • Reduce the risk of smoking related illnesses amongst the most disadvantaged and minority communities
  • To reduce the number of serious accidents for young children in the home, namely burns and falls
  • To support and empower vulnerable women to achieve healthy life styles, reduce sexually transmitted infections and improve access to services.
  • Work in Partnership to improve the health and well being of "at risk" men living and working in Coventry.
  • Improve the joint working between the City Council and the PCT.

Short presentation of the organisation:

Heart of Mersey (HoM) was launched as an NGO in June 2003 and became a registered charity in England in June 2005 (charity number: 1110067). It was formed to address coronary heart disease (CHD) prevention because of the inequitable levels of CHD in this region in comparison with the rest of England.

HoM is managed by a Board of Trustees and a Management Board. There is representation on its Board from a wide range of partners including from local authorities, the health service, academic organisations, voluntary organisations and other individuals and organisations with an interest in public health.

HoM's charitable objectives are to undertake and promote medical and scientific research and education in relation to the prevention of heart disease in, but not limited to, Greater Merseyside and other areas in Northwest England.

HoM's staff and team represent a wide range of specialities with our nutrition and research programme managers being particularly relevant to the URBACT network.

Description of on-going projects relevant to the current project partnership:

HoM is particularly interested in nutrition and inequalities. It is currently working with Merseytravel (transport provider) and other providers in improving access to healthier food.

Other aspects of our food and health work help to address inequalities and the community regeneration agenda.

Other Areas of interest:

HoM has launched an initiative in the six largest sports stadia in Merseyside (including Liverpool and Everton Football Clubs) to develop health initiatives within the stadium environment and community initiatives that reflect local health needs.

It is now seeking funding within the EC Public Health Programme under the Health Determinants regarding Sports Stadia and Community Health. This project will address innovative and integrated approaches across health determinants and will reinforce the key economic role stadia play and how this role can be used to impact on improved health.

The FEMPCLM was founded in 1989 in Castilla La Mancha, and the main activities are:

  • Promotion and defence of the autonomy of the Municipalities and other local Organizations.

  • Promotion of studies on problems and questions of local character.

North and West Belfast Health Action Zone is co-ordinating the participation of Belfast in the Urb-Health Network. The Health Action Zone is doing this on behalf of its lead partner, North and West Belfast Health and Social Services Trust, which in turn is doing so on behalf of Quartiers-en-Crise Belfast.

The North and West Belfast Health Action Zone was set up in 1999 and is a partnership involving statutory, community, voluntary and private sector organisations working to address inequalities in health and wellbeing. This work is premised on a broad social model of health, which recognises that the major determinants of health inequality lie outside the provision of formal health and social care systems and can only be addressed by working in partnership with those who can impact on the wider determinants of health status such as low educational attainment, unemployment, poor housing, dependency on benefits and so on.

  • Travellers - ensuring a multi-agency approach to addressing the health and accommodation needs of Travellers, a very marginalised group.

Other Areas of interest:
Our main interest is tackling inequalities in health, with the needs of children and young people as a particular focus, and community development as a core pillar. Current areas for development are the Integrated Services for Children and Young People which is still awaiting final approval from a Government funding body. We also hope to further develop our Mental Health programme. The Review of Public Administration will have great impact on all health bodies in Northern Ireland in the next 12 months, and the Health Action Zone may alter in its composition and remit.

Depuis plusieurs années, le CPAS de Charleroi s'implique dans une importante action de développement local visant la re-dynamisation sociale de différents territoires de la Ville particulièrement touchés par une importante récession socio-économique.

L'objectif général des différentes actions entreprises dans ces quartiers est de mobiliser les acteurs locaux, et tout particulièrement les habitants, afin de les impliquer pleinement dans le (re)développement de leur milieu de vie et de leur permettre de s'y intégrer concrètement au quotidien.

Pour initier ces actions, le CPAS s'appuie sur des Espaces Citoyens, véritables points de repère dans le dispositif de développement local offrant aux habitants des services et activités diversifiés visant la mobilisation et la participation de tous.

Ces Espaces Citoyens sont à la fois :

  • pôles de ressources offrant un ensemble de services structurés,
  • espaces de convivialité favorisant le dialogue, l'échange, la rencontre et le mixage des publics,
  • espaces visant à favoriser la responsabilisation des habitants dans la cogestion et la gestion de projets,
  • espaces de développement culturel,
  • espaces d'accès au multimédia afin de lutter contre l'apparition d'une nouvelle forme d'exclusion,
  • espaces d'insertion socioprofessionnelle.

Les Espaces Citoyens sont avant tout des dispositifs dynamiques agissant simultanément dans plusieurs directions afin de combler des manques antérieurs répondant à des besoins primaires (logement, scolarité, loisirs collectifs), répondre à de nouvelles demandes et anticiper l'évolution de certains phénomènes sociaux afin de mener une action préventive.

Description of on-going projects relevant to the current project partnership:
Depuis 1995, des actions spécifiques ont menées en matière de santé communautaire au sein des 3 Espaces Citoyens.

Actuellement, le projet santé se décline selon trois axes principaux :

  • La mise en place d'un projet de soutien à la parentalité
  • La mise en place d'une plate-forme de concertation réunissant les professionnels du secteur
  • L'opérationnalisation de projets spécifiques de promotion et d'éducation à la santé

 Le projet phare 2005/2006 : La mise en place d'une " Maison des Parents":

Finatlités: Optique de prévention au sens large
Objectifs généraux:

1.Soutenir les parents dans leur fonction éducative
2.Aider les parents à construire leur identité de parents
3.Faciliter les relations intergénérationnelles
4.Proposer un échange entre parents autour de l'éducation des enfants.
5. Valoriser l'image que les parents ont d'eux-mêmes  

Pour atteindre ces objectifs généraux, nous travaillons sur différents niveaux : création d'un lieu spécifique dédié aux parents, création d'un comité de pilotage mixte, participation à la réflexion et à l'identification des besoins d'acteurs de terrain, collaboration des partenaires institutionnels, des acteurs de terrain et des habitants.

Le CPAS, via ses Espaces Citoyens, est impliqué dans différents projets portant sur les thématiques de gouvernance, de participation citoyenne.

L'approche qui prédomine dans toutes les actions est globale : les Espaces Citoyens ont donc des centres d'intérêt multiples correspondant à la multidimensionnalité de la revitalisation sociale (employabilité, re-développement économique du territoire, lutte contre toutes les formes d'exclusion,).

The RDA Senec - Pezinok is an organisation of public interest which started its activities in 2002. The organisation has been established on a request of the Ministry of Construction and Regional Development responsible for implementation of structural ERDF, ESF and initiatives Interreg & EQUAL) and cohesion funds in Slovakia. The RDA belongs to the integrated network of the said Ministry. It is an association of legal entities among which are the Bratislava Self-Governing Region, Slovak Chamber of Entrepreneurs, Slovak Chamber of Commerce and Industry, the City of Pezinok and the City of Senec. The Agency is operational on the territory of Slovakia/Bratislava Self - Governing Region. The RDA is closely cooperates with the Bratislava region (all municipalities) in the area of education and training, as well as with the state administration bodies at regional, national and international level and its activities are aimed at public, business and non-profit, non-governmental sectors.

Our fields of activities:

  • consultancy and support service in relation to project preparation (mainly within EU structural funds) with main focus on community development, partnership and empowerment of stakeholders
  • project management - structural funds - ERDF, objectives 1 & 2, ESF, objectives 1 & 3, rural development schemes

The RDA has already developed several strategic projects with wide impact especially on regional and national level. The staff has long-term experience with international cooperation such as the Phare programme for Central and Eastern Europe, Leonardo da Vinci, Socrates, Culture, Youth, projects in the field of social policy and environment, industrial relations and with twinning projects between Slovakia and the EU Member States. Some examples of implemented projects:

  • Project Pipeline for EU structural funds in Slovakia - in cooperation with Dutch partner
  • European Year of Sport - partner in project aimed at education through sport with Finland
  • Analysis of Bratislava Self - Governing Region Potential in relation to the use of SF

Short presentation of the organisation:


Studio Metropolitana is a Urban Research Centre founded by the General Assembly of Budapest on 31st August 1995 with the aim to research the social, economic and environmental processes in the region by establishing and international and national research network, to make comparative studies according to the needs of the founder capital in a way, that may be useful not only for the community of Budapest but for all the large cities in Hungary, giving professional support as a public service to local governments responsible for their cities.

Its mission is to:

  • Encouraging and organizing cooperative urban planning projects with inter-capital participation; helping the local government in these areas;
  • Making the relevant information and know-how available in Hungary; preparing and organizing conferences, exhibits, publications dealing with the desirable and necessary technology-transfer, for other cities as well;
  • Participation in planning and other decision-making processes making practical use of the activities listed above, for the local governments of Budapest and for other cities as well.
  • Preparing and organizing events for dissemination, press conferences; publishing booklets, leaflets, CDs and others


Description of on-going projects relevant to the current project partnership:


Studio Metropolitana has been involved in numerous European programmes such as ECOS OVERTURE, INTERREG IIC, the Fifth Framework Programme as well as several UN funded projects (UNESCO, UN Habitat etc.). It has gained substantial experience on issues such as social participation in city planning, rehabilitation strategy of large inner city areas and other issues dealing with social integration.
